Balance Thresholds

It allows us to set the balance threshold to block customer and notify them via email which is saved under customer account.

If it is a post-paid account type, the amount will be set as negative.

When we set Notify as True, email will be sent out to the notification-targets once the system checks customer's balance thresholds while they send the message.
